What belongs between organizations?
Some of the most important work in a community has no natural institutional home.
Observation
A healthy collection of organizations does not automatically become a healthy ecosystem.
Each institution can perform its own role well while people still encounter fragmentation between them. Information, movement, access, shared facilities, learning, and accountability frequently live in these gaps.
The response is not always a new organization. Sometimes it is a deliberately light coordination layer: enough form to make shared work visible and accountable, but not so much that collaboration becomes consolidation.
The unresolved design question is where that layer should hold responsibility and where it should return agency to the existing landscape.
